People type this into Google because they want to make a card and they do not want to get in trouble.
The short version: you can make a Pokemon-style card from a photo for yourself, a gift, a party, or a classroom. You should not sell it as an official Pokemon product, copy a real card's art, or put the official logo on a listing.

What people actually want
They want a card of their dog that feels like a pull from a pack. They want a selfie that looks like a holofoil. They want a birthday kid to open something that is about them, not a random Pikachu reprint.
That is fan art plus a photo. It is not a counterfeit booster.

Personal use vs selling

- Copying a real illustration and selling prints

Photos you own vs photos you grabbed
Use a photo you took, or a photo you have permission to use. A screenshot of someone else's Instagram is a second problem on top of the first.

Printing at home is not counterfeiting
A homemade card on 110 lb cardstock, cut with a trimmer, sleeved next to a real card, is still a homemade card. It will not have real holofoil. It should not pretend to.
Print at 2.5 x 3.5 inches and 300 DPI. Use the trading card size chart and the print layout tool. Do not use "fit to page."
If you want the object to feel finished, sleeve it. Do not chase fake authenticity.
